ON INDEXING UNEMPLOYMENT

In a relatively short time span there can be radical changes in population characteristics that can change the structure of the labor force. A gradual but persistent increase in the rate of unemployment appears to have occurred since the 1960s because of the shift in the composition of the labor force. Makers of national economic policy need to be sensitive to the source of changes in unemployment and to recognize that unemployment rates in the 1970's and the 1980's do not convey the same information as they did in the 1950's.
