Twice before, Congress has passed bills to ban the brutal practice of partial-birth abortion, in which a well-developed baby is mostly delivered alive before being killed. President Bill Clinton vetoed those bills, so they never became law - - but now the president is George W. Bush, who is eager to sign the ban. The U.S. House of Representatives will easily approve the ban, but Senator Tom Daschle and the current leadership of the U.S. Senate will try to block the bill.
