ON SOUTH AMERICA'S northern shore lies a little bit of France-the only bit of mainland America, as distinct from some offshore islands, still ruled from Europe. French Guiana, once the place to which convicts were deported, is a stretch of jungle short of raw materials that may cost the French exchequer as much as $1 billion a year. But France does not complain. The Ariane rockets launched from Kourou earn $700m or more a year, by putting some of the world's satellites into orbit.
