In early 1996, garnering support to develop a Web site for the Ohio Department of Rehabilitation and Correction (DRC) was a hard sell. After all, the department was not trying to market its services nor was it trying to solicit more business. With the inmate population count creeping toward a record high, the department had all the "business" it needed.
