BEFORE Francis Fukuyama there was Daniel Bell, and the lesson of both is that it is dangerous to proclaim the end of things. Recent developments in Central Europe and the Soviet Union may appear to augur an end to history in the Hegelian sense, but we should keep in mind that it was not long after Daniel Bell announced the end of ideology in 1960 that all ideological hell broke loose. It appears that Bell's judgment was not so much wrong as premature, but those respectful of the cunning of history will remain skeptical.
