Opec Puts Off Tough Decision Until September

By rubber-stamping production restraints, Opec on Wednesday again did what it does best, or at least most often -- put off any tough decisions until next time.

Though ministers, including influential Saudi Oil Minister Ali Naimi, said they expected Opec to decide in September to raise the 21.7 million-barrel-per-day output ceiling in time to meet expected higher demand in the Northern Hemisphere's winter, a lot depends on market conditions at the time.
