Since the county Board of Supervisors unanimously approved an ordinance requiring methane gas testing prior to mass grading in the unincorporated areas of the county, local developers have been concerned -- and for good reason.
The new ordinance could delay building permits and cost developers thousands of dollars in testing and compliance measures.
