On 13 November 2001, in response to the tragic events of 11 September, President Bush issued Military Order 222 concerning the Detention, Treatment and Trial of Certain Non-Citizens in the War Against Terrorism. (1) The order provides for the detainment of international terrorists for violating the law of war and other applicable laws, subject to the order, and subsequent trial by military commission.
