In proposing to raise Minnesota's speed limits to 70 miles per hour on rural interstate highways and up to 65 on other routes, Sen. Dave Bishop and Rep. Steve Sviggum probably have it right: The main effect would be to make the law conform more closely to what most people are already doing, and will continue to do. Just because the 55-mph speed limit has been routinely violated doesn't mean that increasing the limit will cause motorists to drive that much faster.
