The Immigration and Naturalization Service (INS) is creating an office to oversee the protection of juveniles to minimize detention time and improve conditions for minors, according to The Washington Post. In 2000, INS detained more than 4,136 unaccompanied juveniles for more than 72 hours. This included teens who illegally immigrated without parents, youngsters smuggled in and runaways. Most spent about one month in INS custody and were males. The average age was 15.
