Increasing the limits on federal purchase card transactions would take away business from small, disadvantaged and women owned firms, a George Washington University law professor warned.

Steven Schooner, a specialist in federal contract law, testified at a March 7 congressional hearing on the proposed Services Acquisition Reform Act, known as SARA. One provision of the bill would increase the micropurchase threshold for purchase card transactions tenfold, to $25,000.
