America Online to give refunds to flat-rate customers; America Online Settlement Refunds will be given to customers who were enrolled in the service paying the $19.95 flat rate in December 1996 and January 1997: Customers who used the service for less than two hours during either month will get refunds of $39.90. Customers who used more than eight hours but less than 15 will receive 25% refunds Customers who used more than 15 hours will not receive refunds. AOL customers can apply for the refund or write to the company requesting one month's free service in lieu of payment at P.O. Box 1600, Ogden, Utah, 84401. AOL in its advertising must "clearly and conspicuously" state that customers might encounter delays in getting online. AOL will cease most advertising in February while it attempts to expand its capacity. AOL will make it easier for customers to cancel service, either by fax or mail.
