HAIFA, Israel _ Outside the butcher's shop in the Shuk Talpiot market, two men shoot the breeze, talking about nothing special, one man's arm casually slung over the other's shoulders. One was Arab, the other, wearing a colorful yarmulke, was Jewish.

It was a non-event, played out dozens of times a day in this relaxed port city on the Mediterranean Sea. While much of Israel is divided, with Jews shunning Arabs and vice versa, the two groups have a long history of co-existence in Haifa.
