The terror in a name
WHEN the Vietnamese army withdrew from Cambodia last September, Mr Hun Sen, the prime minister the Vietnamese had installed in Phnom Penh, thought he had a plan to defeat the guerrillas fightin his government. He would sacrifice a few border towns, to lure the lightly armed opposition fighters away from the sanctuary of the Thai border, and then use his army's tanks and artillery to pulverise them.
