Today I have signed into law H.R. 3338, the "Department of Defense and Emergency Supplemental Appropriations for Recovery from and Response to Terrorist Attacks on the United States Act, 2002," which provides $317.2 billion for national security programs administered by the Department of Defense. It also provides $20 billion in emergency supplemental funding for the consequences of the September 11th attacks, including $3.5 billion for the Department of Defense that is urgently needed to prosecute the war on terrorism.
