Slavery had been banned by the Missouri Compromise of 1820, but a new piece of legislation threatened that in May 1854. The Kansas-Nebraska Act created the new territories of Kansas and Nebraska out of some of the lands acquired under the Louisiana Purchase of 1803. The act also supported the principle of self-government that became known as popular sovereignty. That is, the federal government would not dictate whether the territory would be free or slave -- the people living there could vote and decide the issue for themselves.
