THE reason many San Fernando Valley residents want the area to secede from Los Angeles lies in City Hall's unresponsive, unconstructive and obstructionist attitude.

The negotiations over Valley cityhood aren't doing much to disabuse them of that perception. Rather than engaging in a fair dialogue on how city assets and services could be divided for mutual benefit, the denizens of City Hall throw up roadblocks at every turn just like every other abusive authority the world over.
