The application of information and communication technologies (ICTs) for learning continues to grow. ICTs are becoming faster, easier to use and more widely accessible -- on campuses, in libraries and learning centres, in workplaces, and in homes. Their seductive promise to improve the effectiveness and efficiency of learning is strengthening their appeal to bureaucrats, administrators, policy makers and teachers. As a consequence of these and other changes, technologies for learning are taking centre stage across all education sectors.
