When Greenpeace and other environmental groups sued to limit ground-fish trawling in the Bering Sea and Gulf of Alaska, they targeted factory trawlers, those massive international vessels that drag the ocean's floor. Greenpeace's chosen tactic is casting these trawlers as high-seas pirates, hiding their identities, sneaking from port to port, concealing trade routes, and frequently reflagging their vessels in countries that do not follow international regulations.
