Wilson Mukama is City Director of the Dares Salaam City Council. Its Community Infrastructure Programme -- established in 1995 within the larger Sustainable Dares Salaam Project and aimed to build the City Council's capacity to plan and manage urban growth and development -- won the Dubai International Award for Best Practices to Improve the Living Environment.
