On July 30, 1676, Nathaniel Bacon issued a declaration "in the name of the people of Virginia." He said his intention was to "represent our sad and heavy grievances to his most sacred majesty," King Charles II of England. Bacon's statement claimed that Governor Sir William Berkeley was guilty of six charges. The accusations of Berkeley's wrongdoings were designed to appeal to a variety of colonists those burdened by high taxes, those irritated by Berkeley's elitist government, and those seeking better protection from Indian tribes.
