ADMINISTRATION URGES PACT TO ACCEPT COMBAT AIRCRAFT LIMITS

President Bush's special arms control advisor sent a message to the Soviet Union yesterday that the United States and NATO do not intend to back away from their demand that the Warsaw Pact accept limits on combat aircraft when the conventional arms reduction talks resume next month.
