Sep. 9--Guadalupe County, TEXAS--Dallas businessman Bob Carter cocks his head toward the steel power plant that rises like a galvanized Oz from this flat pastureland between Austin and San Antonio.

"That's a half-billion dollars on the hoof," he says as if he's pointing out a prized steer instead of a 10-month-old, 1,130-megawatt, natural-gas-fired facility that can cool down and light up a million Texas homes. "We completed this baby in 17 months, under budget and ahead of schedule."
