One for the road

DRINKING and driving can safely be combined--so long as it is cars, not people, which consume the alcohol. Mr George Bush rather likes the notion. By 1997, under his proposed clean-air bill, 1m of the cars built in America each year will have to use alcohol fuels, unless Detroit can make them run as cleanly some other way. How far can the idea go?
