Ambush versus Integration -- Ends versus Means?

A basic change in strategy is occurring in our electronic warfare thinking. Some, confused by the definitions of strategy versus tactics and ends versus means, believe that our new strategy is "improved avionics integration." Not so! Remember: Strategy is "doing the things right." Centralized avionics integration is the current tactic chosen to implement our implied strategy of "Ambush Electronic Combat."
