JERUSALEM-Subtle but important political changes inside Israel have been overshadowed by the violence of the Palestinian intifada and the "moderation" of Yasir Arafat. The hard and central fact is that the center of Israeli politics has moved solidly to the right on economic matters as well as security issues, while the socialist Labor Party, under Shimon Peres, may be heading the way of Britain's Labour Party and the U.S. Democratic Party on a national level.
