A recent $54 million Ohio Lottery jackpot garnered big headlines. But, behind the scenes, state officials quietly are pondering the implications of waning lottery sales and a $52 million shortfall in the lottery's contribution to school financing in the just-ended fiscal year.

For fiscal 2001, which ended June 30, total lottery sales were $1.9 billion, down 11% from the previous year. As a result, the Ohio Lottery Commission was able to set aside only $612.2 million for Ohio's school, an amount about 8% shy of its $664.2 million goal. It was just the second time in ...
