THE EIGHTH ANNUAL ``New Plays for Dog Days Festival'' opens with the world premiere of California playwright Susan Kelejian's often compelling ``The Painter's Wife'' about a Hispanic marriage gone awry. It is blessed with well-developed characters and two genuine acting ``finds'' but has second-act problems that almost throw it off course.
