VIRGINIA BEACH -- City Councilman Linwood O. Branch profited from a business relationship with the developers of the 31st Street hotel project for four years before severing it last month.
From 1997 until last month, Branch's hotel received more than $10,000 a year in room referrals from Gold Key Resorts Inc., a company owned by developers Bruce L. Thompson and Edmund C. Ruffin.
