The Canadian Transportation Agency has halted talk of open access to railway branch lines in Canada by turning down applications from OmniTrax and Ferroequus for running rights on western lines of Canadian National.

The Agency said that the Canada Transportation Act simply didn't permit a railway to run over and solicit traffic on the line of another carrier. The law does permit the granting of running rights to connect two parts of a railway's assets.
