A recent study recommends that Congress authorize -- and finance, if necessary -- better science and more accurate information before requiring full implementation of the Total Maximum Daily Load (TMDL) program in the 21,000 water bodies believed to not meet the "fishable/ swimable" standard of the Clean Water Act.
The study was commissioned by Congress on the controversial Total Maximum Daily Load (TMDL) rules promulgated in August 2000.
