On the very day it became clear that Thomas Stephen Foley would soon be elevated to the pinnacle of his career as Speaker of the House, he was oddly preoccupied. He had planned to fly to Washington State to deliver a eulogy for former Senator Warren Magnuson, even sending his dark-blue "funeral suit" to be pressed at lunchtime for the evening trip.
