LAST WEEK'S Middle East fandango in Washington would not seem to have advanced the cause of peace one whit. Egyptian President Hosni Mubarak arrived in D.C. first, and instantly announced his rejection of Israeli Prime Minister Yitzhak Shamir's proposals for limited self-rule on the West Bank. Mubarak also refused to meet with Shamir, who was scheduled to arrive in Washington the next day. (This was not too surprising. After all, since Camp David, it has taken Egypt ten years to get back in the good graces of even the more moderate of its Arab brothers.)
