LOTTERY awards worth more than [pound]90mil-lion for new arts building projects are announced by the Arts Council today of which some [pound]29 million has been allocated to black, Asian or Chinese arts organisations.
In London the bias towards ethnically restricted schemes is most pronounced with nearly half the capital's allotted [pound]27 million going towards such projects.
