Legislative meddling is turning the veto referendum into a Trojan horse.

Voters in North Carolina will have their first chance this fall to decide whether their governor should have the veto. You'd think that ought to be a simple thumbs up or thumbs down issue.

But not in this state, which is the last in the country to deny its chief executive the veto. We have a legislature that simply cannot resist the temptation to meddle.
