Energy Commissioner Loyola de Palacio was clear from the outset. An overwhelming majority of Member States support the Commission's timetable for liberalisation. France is therefore totally isolated. The latter nevertheless affirms, to the great displeasure of its only ally Germany, that liberalisation is effective on the ground and not only on paper. Germany is meanwhile continuing to denounce the Commission proposal which will oblige it to appoint a regulator who will be responsible for approving electricity and gas transport tariffs.
