People on the southern continent feel historically slighted and unappreciated - with good reason.

South America is off the radar screen of most North Americans. Until this week President Clinton, who took office in 1992, had not set foot on its soil, though a visit scheduled for last spring was postponed because of his March knee surgery.

The president's three-nation goodwill tour of Venezuela, Brazil and Argentina is turning into a needed learning experience about the Latin psyche.
