For the first time since 1993, the number of AIDS cases in Washington has increased as the epidemic shifts to include more women and minorities.

"This is not good news," said Judith Billings, executive director of the Governor's Advisory Council on HIV/AIDS. "We still need to do a better job at prevention."

Although the overall number of AIDS cases in Washington has declined dramatically from an annual peak of 995 in 1993, council members meeting in Tacoma yesterday learned that the downward trend has stopped. The statistics ...
