Two weeks from an adjournment deadline, the 2001 Legislature and Gov. Jesse Ventura are locked in yet another tricornered struggle, far apart on crucial issues and provoking the perennial rumors about an impending deadlock and a special session.
But top legislators and veteran observers say it might be easier this year to resolve basic differences than it has been since tripartisan government arrived in 1999.
