It will cost $210 million, spread over 10 acres and probably change the perception of Newport once and for all.

Yet Newport on the Levee was actually Plan B.

The city's Ohio River shore already was lined with restaurants by the 1990s, and an office building looked out over the water. The riverfront's destiny appeared set: more of the same.

''That was our main plan at that point,'' said Jim Parsons, wh was Newport city manager at the time.
