Apr. 3--Each spring, temperatures rise, flowers bloom, and law enforcement agencies begin their annual tussle with the pawnbroker industry.

"It has been a constant battle, but this is the first time we've had a coalition trying to get these changes through," said Maggi McLean, executive director of the Tennessee Association of Chiefs of Police.
