As they should, America's schools routinely pump money into special programs for the learning disabled, the handicapped, the disadvantaged.

But they seldom target resources for their most gifted youngsters.

In Ohio, less than .5 percent of the state's education budget goes specifically to services for gifted students.

Nearly all teachers, of course, try to pay special attention to their ablest children. But they must also give attention to average and slower students.
