In the summer of 1930, a new variety of bootlegger appeared on the streets of Oklahoma City. Instead of alcohol, these bootleggers trafficked in something far more innocuous, yet judicially and politically even hotter--man-made ice. Two brothers long involved in the industry, Ernest and Paul Liebmann, distributed the ice in defiance of a law requiring manufacturers to obtain a license from the state's Corporation Commission. For their efforts, the Liebmanns faced federal lawsuits from two large and fully licensed competitors.(1)
