FEAR is an ancient topic in the history of political thought. According to Thucydides, the Athenians claimed it was one of the three "strongest motives" for human action--the other two being honor and interest (1982, p. 44). Aristotle devoted a significant portion of the Ethics to a discussion of courage and cowardice, which he saw as the boundary conditions of virtue and vice.
