Recreation is defined by Webster's dictionary as "a leisure-time activity engaged in for the sake of refreshment or entertainment" (Cayne, 1990, P. 834). Fun is defined as "pleasure and amusement" (p. 384). Although "recreation" and "fun" may not be the first words that come to mind when people think about federal transportation programs, they are in fact applicable to the National Scenic Byways Program managed by the Federal Highway Administration (FHWA).
