PRINCE NORODOM SIHANOUK is enjoying his lunchtime diplomacy. In November he invited the Kampuchean prime minister, Mr Hun Sen, to a restaurant at Fere-en-Tardenois, near Paris, for a plat and a chat, the third time they have met this year. This week his guest was a Khmer Rouge leader, Mr Khieu Samphan.
