ELIZABETH CITY -- Over the wet and chilly winter months, monsters begin to form everywhere and anywhere. Nobody knows where they might turn up.

As they age, they become dark and jagged, a terror to cars and motorists' nerves. If Hollywood makes a disaster movie about them, scriptwriters might call it ``POTHOLES!''

``It is the number one complaint about our streets,'' Elizabeth City Public Works Director Bart Van Nieuwenhuise said. ``That and utility depressions.''
