A few years ago, Mark Hancock was working in ship-plating at the navy yard in his hometown of Portsmouth, England.

Today, this 35-year-old former shipyard employee is touring the Portsmouths of America as The Right Worshipful Lord Mayor of the City of Portsmouth.

So he thoroughly enjoyed the red-carpet treatment he and his wife, Beverly, got at the Naval Shipyard here last week.

``I had an awful job,'' he said.

Then along came a cost-cutting revision of the yard's labor force, and Hancock was out of work.
