NORFOLK -- Military Highway area merchants aren't standing idly by while traffic congestion threatens to choke off their livelihood.

Through the fledgling Military Highway Alliance, the businesses won a $50,000 state grant to form Hampton Roads' first Traffic Management Association.

The association, with the help of one of the country's foremost experts on traffic management associations, or TMAs, will study ways to more efficiently move cars through the Military Highway-Virginia Beach Boulevard-Koger Center corridor. Some options ...
