The Tidewater Builders Association says voter approval of a growth-management referendum in Chesapeake would send the wrong message.

The question on the May 5 ballot will ask if the General Assembly should authorize the city of Chesapeake to adopt an ordinance making residential development contingent on the availability of adequate public services such as schools and roads.
